Chief Quality Officer, WCHQ and WHA

The Wisconsin Collaborative for Healthcare Quality (WCHQ) and the Wisconsin Hospital Association (WHA) are pleased to announce the newly created, joint position of Chief Quality Officer. The Chief Quality Officer will serve in a vital role designed to provide strategic and operational leadership to the performance measurement, reporting, and improvement initiatives of both WCHQ and WHA. The organizations are seeking a Chief of Quality who is a strategic, opportunistic and entrepreneurial thinker, an agile and effective leader, committed to improving the healthcare system, and ready to jump in and support all facets of the performance measurement initiatives of WCHQ and WHA.

Specifically, the Chief Quality Officer will provide leadership in creating a vision that aligns the performance measurement initiatives of the two organizations with emerging national, regional, and state opportunities and requirements while maintaining the integrity of the systems, processes, and infrastructures that support healthcare organizations, purchasers, consumers, and government agencies in optimizing the use of comparative performance information. The ideal candidate will serve as a trusted advisor and resource, an air traffic controller in directing attention and resources to priority issues, and a leader for a variety of projects and operational processes. The Chief Quality Officer will play a central role in ensuring WCHQ and WHA achieve ambitious goals.

This is a unique opportunity to serve in a leadership role at a critical juncture given the changing dynamics of the national healthcare environment and the highly respected and well established quality and transparency initiatives of Wisconsin.

Position Responsibilities

Key responsibilities for the position are as follows:

  • Provide leadership in the design and implementation of performance measurement, reporting, and improvement initiatives.
  • Maintain operational and financial integrity of the performance measurement infrastructures while pursuing new opportunities to integrate and streamline workgroups, data collection and aggregation processes, technical specification development methods, reporting initiatives, and member engagement activities.
  • Manage vendor relationships in support of the measurement strategy, including contract negotiations and oversight as well as resource development and allocation.
  • Provide leadership for policy development and coordination of quality improvement projects.
  • Conduct regular project reviews and provide status reports to both WCHQ and WHA staff, boards of directors, member organizations, and other pertinent stakeholders.
  • Critically assess and synthesize the skills and abilities of the performance measurement and quality improvement teams in support of the measurement vision and strategy.

Candidate Skills and Competencies

The ideal candidate for this position will have the following skills and competencies:

  • Master's degree Health Systems Administration, Nursing, Public Health/Policy or Business Administration with at least 10 years of relevant work experience.
  • Ability to create an aligned vision for performance measurement while developing and sustaining multi-stakeholder collaboration in support of the vision.
  • Solid understanding of health information technology/HIT and health information exchange/ HIE, including data networks, database management, interfaces, and operating systems.
  • Outstanding verbal and written communication skills.
  • Superior organizational skills and detail orientation with ability to manage multiple projects.
  • Comfort with ambiguity and ability to thrive amidst inter-organizational complexity.
  • Ability to quickly assimilate, assesses, and act upon new concepts, trends, and initiatives.
  • Ability to quickly analyze complex problems and determine solutions.
  • Understanding of both clinical and business processes as well as quality improvement methods.
  • Ability to understand basic quantitative concepts.
